Water Damage & Mold Help in West Chester, PA
West Chester homes get water damage from three local sources: Goose Creek flash flooding on the borough's east side, seepage through old fieldstone foundations in the historic district, and pipes that split in older walls during freeze-thaw winters. We handle extraction, drying, mold and repairs for borough homes and rentals in 19380 and 19382.

Local conditions: why West Chester floods
West Chester is a small, dense borough — about 1.85 square miles, incorporated in 1799, and the county seat of Chester County, with 18,671 residents at the 2020 Census. That density is part of the water problem. Roofs, streets and parking lots shed rain fast, and there isn't much open ground to soak it up.
Goose Creek. The east side of the borough drains to Goose Creek, a tributary of Chester Creek whose headwaters start behind the West Goshen Shopping Center. Local ecologists describe it as a classic case of "urban stream syndrome": paved surfaces send water to the channel quickly, and the creek rises in minutes. The Borough says its Goose Creek watershed covers about 350 acres, roughly bounded by East Biddle Street, Bolmar Street, Rosedale Avenue and High Street, and that developed areas in its floodplain are prone to flooding in heavy downpours. In May 2025, an hour of intense rain left Gay Street impassable, with Montgomery Avenue and Franklin Street running like rivers. The Borough commissioned a Goose Creek flood mitigation study covering the stretch from Route 202 north to Lacey Street and Magnolia Street, and has collected a stormwater fee since 2017 to maintain aging storm sewers.
Historic housing. The Downtown West Chester Historic District has been on the National Register of Historic Places since 1985. Many of its brick and stone rowhomes and twins sit on fieldstone or rubble foundations laid with lime mortar. Those walls were never designed to be watertight. In wet springs, water comes through mortar joints and across basement floors, and humidity stays high enough to grow mold on stored items and framing.
Shared walls and rentals. Rowhomes and converted multi-unit houses mean a leak next door can become your leak. The borough is also home to West Chester University, and student rentals see their share of overflowing tubs, washer hose failures and unreported slow leaks that turn into mold.
Winter pipes. Pennsylvania's freeze-thaw cycles split supply lines in exterior walls and unheated rooms of older homes, often found only when the thaw comes.

Working on historic homes
If your home is in the historic district, exterior changes may need review by the Borough's Historical and Architectural Review Board (HARB). Interior water damage repairs usually don't, but we photograph and label original trim, doors and flooring before removal so they go back where they came from, and we dry plaster in place whenever readings allow.
West Chester FAQs
Can you dry a historic plaster wall without tearing it out?
Often, yes. Plaster on lath can usually be dried in place with dehumidifiers, air movement and, where needed, small vent holes behind trim. Demolition is a last resort when readings won't come down or the water was contaminated.
My street floods from Goose Creek. Will homeowners insurance cover it?
Usually not. Water rising from a creek or overflowing streets is "flood," excluded from standard homeowners policies. You need an NFIP or private flood policy. Check FEMA's Flood Map Service Center for your address.
I rent near the university and there's mold in my unit. What should I do?
Tell your landlord in writing with photos and dates, and ask that the leak be fixed. We can inspect and document conditions for either the tenant or the landlord.
Is the Borough doing anything about east-side flooding?
Yes. The Borough has commissioned a Goose Creek flood mitigation study and is adding green stormwater projects such as rain gardens and bioswales, and neighboring West Goshen is replacing storm pipes under Montgomery Avenue with larger box culverts. These help but won't stop every storm.
Do I need a permit to repair water damage in a borough rowhome?
Interior like-for-like drywall repair often doesn't, but electrical, plumbing and structural work usually does. Check with West Chester Borough's codes office before rebuild.
Why does my rowhome basement get wet when my neighbor's does?
Attached homes share foundation walls and sometimes drainage paths, so water entering one basement can migrate along the shared wall. If both homes take water, the fix usually involves both owners — gutters, grading and downspouts on both sides.
